Security Clerk
The incumbent is the key administrative and operational support staff member within the FSN Investigator Office and Regional Security Office (RSO). The role involves assisting Foreign Service National Investigators (FSNIs) and the RSO team in managing background investigations, recertifications, badging, and other security-related processes. The incumbent is the first point of contact for ensuring the accuracy and completeness of documents and data, while also maintaining critical databases, tracking workflows, and coordinating with internal and external stakeholders. Requires strong organizational, technical, and interpersonal skills to ensure the smooth functioning of administrative processes, compliance with security protocols, and effective communication across teams.
Assists FSNIs in Background Investigation (25%) As the first gate to make sure the data that are going to input into the RESOLVE (RSO Database for Local Vetting) are accurate. Incumbent assists RSO and FSNIs in the administrative process of all the background investigations which entails collect and checking all incoming documents from the applicants, uploading documents to the RESOLVE and assigning and tracking the case status to FSNIs. Collecting documents is a fairly time-consuming task as applicants need guidance from Incumbent about how to properly complete the OVQ (Overseas Vetting Questionnaire) form. Incumbent also generates LAC checks that requested by the Special Investigators. Takes fingerprints of Amcits as directed by RSO. Initiates and follows up BI required local police checks. Prepare local police record checks as requested by the Special Investigator. Tracks the incoming and outgoing of such requests.
Process Time Attendance, Travel Authorizations and Vouchers (20%) Prepares requests for Travel Authorization Orders and Travel Vouchers for FSNIs, RSO, and ARSOs. Prepares Time Attendance sheet for RSO staff. Maintains RSO Website and serves as RSO SharePoint administrator.
Tracking Recertification & Assisting OMA in Badging (15%) Monitors and tracks the 5-year recertification of all LE and contractors to ensure their validity through the RESOLVE system. Collects all the necessary documents, notifies the employees, and assigns the cases to FSNIs. Assists the RSO/OMA in the badge making process of all employees including American officers and EFMs. Responsible for setting up appointments for the badging as well as arrival and departure briefings for Americans and LE Staff. Assists employees for badge related issues such as lost, damaged, or unable to swipe.
Maintenance of Database (15%) Ensures the RSO contact database always stays current by timely updating of the local contact personnel changes. Maintenance of AIT LE 5-year recertification list and contractor recertification list are updated and correct. Maintenance of LE data in share-drive for background investigations and 5-year reinvestigations. Maintenance of ILEA participants' spreadsheet.
Files Maintenance and Office Supply (15%) Maintains systematic and orderly files of all LE physical files, program files as well as other official documents in the FSNI office. Ensure that office supplies are stocked and monitored for efficient use by the RSO office. Responsible for procurement of official items for the RSO office. Submits MyService requests such as IT requests, procurement requests, maintenance and non-maintenance requests, etc.
Assists Front Office in E-Invitation (10%) Assists the front office and the RSO office’s e-invitation delivery and ensure that the invitees receive the digital documents complete and not in garbled form as is the case often due to firewall protection. Following up on delivery and integrity of merchandise. Regularly updates RSO contacts in the CRM System.
